SPR# JPAIDHWDRS - Client- Database - Fixed an issue where CREATE_R14_DATABASES=1 causes compact -ODS to always try and compact all databases every time it is run. This regression was introduced in 14.5
 A fix for this SPR has been developed but is currently undergoing testing. HCL reserves the right to remove this fix from the targeted release if it does not pass quality assurance tests.
